		<description>Perhaps, one  of the strongest arguments raised against caste-based reservation has been the fact that the system merely perpetuates the very institution affirmative action seeks to uplift.

It is indeed deplorable to see communities using violence as a mode to demand inclusion among the SC/ST category. However,one also needs to understand that such a fight for backwardness in many instances can also be easily mis-imputed in a genuine appeal for social and economic upliftment; this is of course, independent of the Gujjar issue. It is important that we distinguish between such movements, their underlying causes, motive and the community&#039;s condition in society.</description>
